Handing Olucia’s soul over to Greaves was a decision Angel made after much consideration. He had taken many factors into account, such as his own lack of use or understanding of souls, and the unpredictable nature of Olucia’s soul.
Although these concerns could be addressed, it was ultimately the act of Greaves saving Toby in the void that made Angel decide to entrust the soul to him.
