Wilderness of Dreams, Initial Heart City.

Angel stood atop Azure Tower, casting his gaze upon the burgeoning metropolis below.

Though the city had yet to reach its bustling peak, the essence of life and activity pulsed within.

Behind him, the hurried footsteps echoed.

“My Lord.” Freud approached and took his place next to Angel, offering a respectful nod before falling into silent observation.

Stealing covert glances at Angel, Freud pondered over the mystery of Angel’s thoughts. For some inexplicable reason, observing Angel evoked an uncanny sensation within him.

A mere few days had passed since their last encounter, yet the aura Angel exuded felt as if he were an entirely different being.

This overwhelming presence reminded Freud of someone… Angel’s mentor, Lord Phantom Master Sanders.

Lost in his contemplation, Freud was jolted back to reality as Angel spoke out, “The renovations and city planning spearheaded by city lord Marilyn must have been underway for some time now, correct?”

Caught off guard, Freud paused before nodding in agreement, “Yes.”

“No wonder,” mused Angel, “the previously incongruous structures now seem to blend harmoniously.” He muttered to himself, silently thinking how Sanders, if he were here to witness this city layout, would no longer doubt his own aesthetic judgment.

Yet, Marilyn’s accomplishments genuinely astonished Angel. Observing the evident transformation of the city, even Angel couldn’t help but silently applaud within.

“Actually, the previous placement wasn’t bad; otherwise, no matter how Marilyn tried to send people for repairs, it wouldn’t look good.” Freud mused, “It’s like putting makeup on someone unattractive. No matter how you modify the exterior, the foundation matters the most.”

Angel glanced back at Freud. This guy had certainly become adept at sugarcoating his words.

Having tried to flatter once, Freud saw Angel’s prolonged silence and thought he might have gone overboard. As his doubts grew, Angel spoke again, “Speaking of which, this city is gradually getting on track.”

“It seems so,” Freud responded.

Angel curiously inquired, “Why just ‘seems’?”

After pondering for a moment, Freud replied, “Because many issues remain superficial and unresolved. Like the food dilemma. We still can’t be self-sufficient and are consuming previous reserves… Of course, residents of the Dream Realm won’t starve, but the joy brought by food is hard for mortals to replace with other desires.”

“Beyond food, many aspects have not been perfected. For instance, the perpetual gloomy skies can dampen the residents’ spirits.”

Freud’s point wasn’t merely about infrastructure but a deeper, emotional aspect.

Angel was well-aware of these issues, and while they hadn’t found a perfect solution yet, many were beyond Angel’s control in the past.

Changing the weather, for example, to have sunrises and sunsets or experience the beauty of seasons and storms, isn’t accomplished with mere words. At least, Angel needed the right Dream Power to achieve it.

“My lord, why this sudden reflection?” Freud curiously asked, sensing an underlying purpose when Angel mentioned the city being on track.

After a brief silence, Angel replied, “I’m planning to establish a second city in the Wilderness of Dreams.”

“A second city?” Freud gazed at Angel in astonishment. “Isn’t it too soon?”

Freud was aware of Angel’s intention to establish A New City. Entrusting Marilyn with the governance of Initial Heart City indicated his knowledge that the Wilderness of Dreams would certainly house more than one metropolis in the future.

However, with Initial Heart City just beginning to take shape and several issues still unresolved, isn’t the commencement of a second city somewhat hasty?

“It’s not just my opinion but also the perspective of my mentor,” Angel responded. As he was departing the Gravity Garden earlier, Sanders had stopped him, expressing a desire to discuss something — precisely this matter.

Having ascended to the realm of a formal wizard, it was time for the Wilderness of Dreams to be placed on the construction agenda.

Sanders’ sentiment was clear: If possible, preparations should be made for the eventual unveiling of the Wilderness of Dreams. Of course, before any opening, Angel still needed to obtain the core Dream Power. However, while obtaining this power wasn’t urgent, it was vital not to lag in the preparations.

“But there are many unresolved issues with Initial Heart City,” Freud voiced instinctively.

“The very act of opening it is to address those challenges,” Angel sighed.

While resolving these matters solely with Angel’s abilities would be challenging, other wizards might offer solutions.

For instance, the food scarcity issue; perhaps wizards proficient in botany or life magic could provide constructive suggestions for the botanical evolution within the Wilderness of Dreams.

Pooling collective wisdom, many problems might be addressed without even manifesting any power.

Noticing Freud’s baffled expression, Angel slowly revealed his vision:

“Because the second city I intend to establish is a——”

“City of Wizards!”

City of Wizards? Freud blinked in confusion for quite some time. He had initially thought that Angel was being too hasty in wanting to establish a second city; Freud had assumed this second city would be for the common folk. Yet, Angel was leaping ahead, wanting to create a City of Wizards?!

Deep down, Freud was somewhat stirred. To witness the birth of a City of Wizards, even if he wasn’t the one founding it, was still exhilarating to him.

But there were practicalities to consider. What did establishing the City of Wizards entail? Was it meant to be open to all?

Could the Wilderness of Dreams accommodate the influx of the extraordinary?

By “accommodate,” he wasn’t merely referring to their entry. One had to bear the potential negative consequences and the web of conspiracies and schemes that might ensue with their presence.

Countless thoughts raced through Freud’s mind in an instant. His attachment to the Wilderness of Dreams was no less than Angel’s; his face unconsciously showed a hint of worry.

Seeing this, Angel chuckled, “It’s just a concept for now. Only when I possess more core powers would I truly consider letting wizards in.”

“Moreover,” Angel continued, “opening up doesn’t mean unrestricted access. It means selective entry for those we can trust or core members from the Savage Grottoes to the Wilderness of Dreams. This ensures smoother communication and significantly reduces risks.”

If Sanders proposed it, he must have given it some thought.

Seeing Freud still lost in thought, Angel patted his shoulder, “This isn’t an immediate concern. You can reflect on it and we can discuss later. After all, establishing a City of Wizards isn’t as simple as it sounds.”

Having learned from the tumultuous early days of Initial Heart City, Angel wasn’t planning on just “copying and pasting” this time around.

City planning and layout is a specialized task; it undoubtedly requires someone dedicated at the helm.

Even if he intended to utilize the Dream Conch, it was merely to transport materials inside.

He yearned to establish a city, one starkly distinct from the Wizarding World. He even contemplated letting Jon oversee it, shaping the City of Wizards after the model of Earth’s cities. Nevertheless, this remained a mere thought, and whether it would come to fruition remained uncertain.

After Angel confided this matter to Freud, he waited for Freud’s emotions to stabilize before discussing the true purpose of venturing into the Wilderness of Dreams.

He succinctly recounted the tale of Mandara.

Upon listening, Freud shook his head in lamentation, saying, “I’ve long heard of King Guman’s tyranny, yet never imagined he’d be so ruthless even towards his own offspring.”

Angel internally reflected as well — it wasn’t just Mandara who felt King Guman’s cruelty, but also Rolando. In King Guman’s eyes, perhaps all his children were mere tools for his use.

“I understand,” Freud mused, “Transforming Mandara without her noticing isn’t too challenging. Given her disposition, immersing her in a benevolent and harmonious community would be easiest.” Freud immediately began pondering strategies.

“I’ll bring her in later,” Angel suggested, “You can then make arrangements. Endeavor to let her integrate on her own accord.” Even though Mandara might not be a ghost now, her deep-rooted paranoia remained. To tear down the aged yet sturdy walls encasing her heart, external efforts might reinforce them even more. Only if Mandara willingly dismantled these barriers would it be simpler.

Concluding the topic on Mandara, Angel inquired about his brother Leon’s whereabouts.

Considering the timeline, he should have already participated in the Sky Tower competition, right?

Freud responded, “Indeed. He mentioned learning combat techniques from an incredibly skilled female apprentice.”

That formidable apprentice, undoubtedly, was Nausica.

“I recall him mentioning that his first match at Sky Tower was a bit of a tight spot, but managed to pull through thanks to his equipment. The first match took him by surprise, which is why he hasn’t been competing these past few days. He’s been mainly training in reality, only occasionally coming in to spar with Knight Sabel.”

Unfortunately, Angel’s timing wasn’t great. Leon had just sparred with Knight Sabel half a day ago and then left.

Judging by Leon’s recent frequency of entering the Wilderness of Dreams, Angel estimated it would be another day or two before he returns.

With a sigh of regret, Angel thought, “I’ll have to catch him next time.”

If Gloria finishes her business early, he might be able to return to Sky Mechanical City and watch a few of Leon’s matches.

Since Leon wasn’t around, Angel prepared to leave the Wilderness of Dreams. Currently, Mandara was under his temporary illusion control, and he planned to return to reality and send Mandara into the Wilderness of Dreams.

Angel bid Freud farewell and was ready to leave.

Before leaving, Angel’s gaze drifted towards a distant place.

There lay the main body of the Nightmare Domain, the core of all power. With his current strength and physical endurance, he should be able to handle new powers.

However, Angel wasn’t planning on taking on the new powers just yet.

Until the scroll that increases luck attributes arrives, Angel wouldn’t rashly inherit any powers. Otherwise, the time to open the Wilderness of Dreams would only continue to be pushed back.
